Fry onions in oil until very light brown
Mix cinnamon, Cardamom, cloves, peppercorn, cumin seeds and garlic with 1/4 cup of water and pour into the above saucepan; cover for a few seconds.
Remove the lid and add tomatoes, chilli., powdered spices and 1/2 teaspoon salt
Cook until sauce is blended and then add peas and potatoes; cook for 5 minutes an low heat
When vegetables are half cooked add 5 cups of water and the remaining salt
Bring to boil and add the drained rice
Increase heat and allow to boil for few minutes
Lower heat and simmer until rice is cooked and water is absorbed
